3.1 Initial Exterior Inspection (Pre-Inspection)
1. Inspect the visible exterior of every one of the 210 townhomes.
2. Identify potential covenant violations, maintenance deficiencies, and architectural compliance concerns.
3. Record property addresses, inspection dates, descriptions, supporting dated photographs where applicable, and applicable governing-document references supplied by the Association.
4. Prepare property-specific findings, including records for homes with no observed violations.
5. Deliver a consolidated community-wide report for Board review and approval.
3.2 First Violation-Notice Mailing
After Board approval of the initial findings, prepare, print, assemble, and mail individualized notices to homeowners with identified violations. Each notice must identify the address, inspection date, observed conditions, applicable requirements, supporting photos where relevant, Board-established correction deadline, and approved response instructions. This is the FIRST required annual mailing cycle.
3.3 Homeowner Grace Period and Repairs
The Board will establish a correction period for homeowners to complete repairs. The contractor shall maintain a tracking log of findings, notice dates, deadlines, and any information provided by the Association concerning corrections or approved extensions.
3.4 Mandatory Follow-Up Inspection (Post-Inspection)
6. After the Board-established correction period, conduct a SECOND complete inspection of all 210 townhomes; this is mandatory and included in base pricing.
7. Compare each property’s original findings with current conditions.
8. Classify each previously identified issue as Corrected, Outstanding, or Unable to Verify, with explanation where needed.
9. Capture updated dated photographs, as applicable, and separately identify any newly observed potential issues.
10. Deliver property-level comparisons and a consolidated post-inspection report for Board approval.
3.5 Second Violation-Notice Mailing
Following Board approval, prepare, print, assemble, and mail individualized follow-up notices to homeowners with outstanding violations. Notices shall identify original and follow-up inspection dates, unresolved findings, updated photographs where relevant, reference to the first notice, and Board-approved next steps. This is the SECOND required annual mailing cycle. The contractor shall not independently assess fines or initiate enforcement actions.
